WHEREAS, Gold Type Business Machines, Inc., 351 Patterson Avenue, East Rutherford, New Jersey 07103 ("GTBM"), sells technology designed to assist law enforcement agencies, including electronic ticketing systems which are designed to improve the operational efficiency of law enforcement agencies relative to the issuance and processing of motor vehicle summonses; and
WHEREAS, on September 19, 2012, the Municipal Council of the City of Newark adopted Resolution 7R1-i, authorizing the Mayor and/or his designees, the Business Administrator or the Director of the Police Department, to enter into a contract with GTBM for the purchase of an E-Ticketing Turnkey System, with a contract term of five (5) years (a copy of Resolution 7R1-i September 19, 2012, is attached hereto and made a part hereof); and
