WHEREAS, on July 14, 2016, the City of Newark, through its Supervising Procurement Specialist, advertised to solicit bids for contractor(s) to provide Laboratory Services for the City of Newark's Water Supply, as per the bid proposal attached hereto; and
WHEREAS, the Division of Central Purchasing also distributed fifteen (15) bid proposal packages to prospective vendors following the date of advertisement; and
WHEREAS, on July 28, 2016, two (2) bids were received in response to this advertisement; and
WHEREAS, the Supervising Procurement Specialist concludes after review that a dual line item award be made to the responsive responsible bidders, Agra Environmental Laboratory Services, Inc., for year one (1) and Garden State Laboratories, Inc., for year one (1) and year two (2) based upon the lowest price per item bid by the respective vendors; and
