WHEREAS, by Ordinance 6PSF-b, adopted on March 6, 2013 (the "Ordinance"), the Municipal Council repealed Ordinance 6S&Fn adopted November 13, 2000 and Ordinance 6S&Fc adopted May 7, 2003, and created and designated within the City of Newark a Special Improvement District authorized pursuant to N.J.S.A. 40:56-65 et seq., to be known as the Ironbound Business Improvement District ("District" or "IBID"), and designated a District Management Corporation to create an expanded district and to change regulations for the operation of the Business Improvement district within the City of Newark as authorized pursuant to N.J.S.A. 40:56-65 et seq.; and
WHEREAS, IBID has conducted a study to determine whether it would be desirable to expand their services to include Raymond Boulevard from Prospect Street to Blanchard Street, Ferry Street from Christie Street to Blanchard Street and parts of Market Street from Prospect Street to Madison Street; and
WHEREAS, as result of the study, IBID believes that such expansion would be desirable; and
WHEREAS, based on years of successful operations by IBID, the Mayor and Municipal Council agree that such expansion would be in the best interests of the City, its residents, and businesses; and
WHEREAS, IBID has demonstrated that district management corporations assist municipalities in promoting economic growth and employment within business districts; and
