WHEREAS, on April 26, 2016, the City of Newark through its Supervising Procurement Specialist advertised to solicit bids for contractor(s) to provide to the City of Newark, Horse Feed and Supplies, for the Department of Public Safety, as per the bid proposal attached hereto; and
WHEREAS, the Division of Central Purchasing also distributed six (6) bid proposal packages to prospective vendors following the date of advertisement; and
WHEREAS, on May 19, 2016, the scheduled date for the public opening of bids, the Division of Central Purchasing received two (2) bids in response to this advertisement; and
WHEREAS, Joseph Pastore, Lieutenant of the Public Safety Department's Business Office, recommends that a dual award for the provision of Horse Feed and Supplies to the City of Newark, be awarded to Country Feed & Grain, LLC and DeSandre Brothers, Co., Inc., the only responsive responsible bidders; and
