WHEREAS, on November 10, 2015, the City of Newark, through its Supervising Procurement Specialist, advertised to solicit bids for "Meals Delivered Services for Prisoners" for the Department of Public Safety/ Police Division; and
WHEREAS, on December 3, 2015 the Division of Central Purchasing received one (1) bid; and
WHEREAS, upon review it was determined that the one bid received was rightfully rejected pursuant to N.J.S.A. 40A:11-13.2(e) although no fault was attributed to the sole bidder; and
WHEREAS, a re-advertisement was initiated to ensure proposals were made available for interested vendors response through public bidding in accordance with N.J.S.A. 40A:11-1-et seq.; and
