WHEREAS, the Non-Federal Cost Share Program under the Superstorm Sandy Community Development Block Grants-Disaster Recovery referred hereto as (CDBG-DR) mission under the United States Congress, through the Disaster Relief Appropriations Act of 2013, Public Law 113-2 appropriated funding to the United States Department of Housing and Urban Development referred hereto as (HUD) to be allocated as a CDBG-DR among entities, is to provide crucial funding for recovery efforts involving housing, economic development, infrastructure and prevention of further damage to affected areas impacted by Superstorm Sandy; and
