WHEREAS, on February 1, 2017 through Resolution 7R1-a, adopted February 1, 2017, the Municipal Council authorized the Mayor and Business Administrator to file a new annual action plan with HUD, which contained a request for Community Development Block Grant (CDBG) funds in the amount of $6,402,859.00, HOME funds in the amount of $1,467,895.00, Housing Opportunities for People with AIDS (HOPWA) in the amount of $5,807,583.00 (on behalf of Newark and the eligible “Metropolitan Statistical Area”), and Emergency Solutions Grant funds in the amount of $586,879.00, in compliance with Federal statutes and regulations governing the four aid grant programs; and
WHEREAS, on February 1, 2017 through Resolution 7R1-a, the Municipal Council authorized the Mayor and Business Administrator to enter into four separate agreements with HUD to receive and expend FY 2015 Community Development Block Grant funds in the amount of $6,402,859.00, HOME funds in the amount of $1,467,895.00 Housing Opportunities for People with AIDS (HOPWA) in the amount of $5,807,583.00 (on behalf of Newark and the eligible “Metropolitan Statistical Area”), and Emergency Solutions Grant funds in the amount of $586,879.00; and
WHEREAS, the Mayor and Business Administrator will strive to direct the investment of HUD funding in the identified target areas as outlined below. The Mayor and Business Administrator may change the targeting of HUD funding as needed, in order to align with changes to market conditions, needs, or strategies: and
WHEREAS, the City of Newark desires to establish the block grant program and appropriate the funds to the various sub-grantees (All Wards).
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
