                                          WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $37,500.00 for 2016 Port Security Grant Award and no provision has been made in the 2017 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A: 4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

 

                                          WHEREAS, by Resolution 7R9-a dated January 19, 2017 the City of Newark accepted 2016 Port Authority Grant in the amount of $37,500.00 from United States Department of Homeland Security (DHS), for the purchase of a AR-AFFF Universal Gold Foam for City Fire Division Fireboats and for Fireboat 1 and Fireboat 2 maintenance and sustainment; and

 

                                          WHEREAS, a previous resolution authorizing TE #17 and prior emergency appropriations submitted for Municipal Council approval totaled $118,387,715.18; and

 

                                          WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and

 

                                          WHEREAS, emergency appropriation adopted in 2017, pursuant to N.J.S.A. 40A: 4-20 including this resolution total...……………………. $118,425,215.18

 

                                          NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

 

1.                     A temporary emergency appropriation be and the same is hereby made for the following classification:

2.                     Said emergency appropriation shall be provided for in the 2017 budget.

 

3.                     A copy of this resolution shall be immediately filed with the Director of Local Government Services by the City Clerk of the City of Newark. 

 

 

STATEMENT

 

This legislation establishes a temporary emergency appropriation for the purchase of Foam Delivery Engine (Fire Engine), Universal Gold Foam, and the purchase of a AR-AFFF Universal Gold Foam for City Fire Division Fireboats and for Fireboat 1 and Fireboat 2 maintenance and sustainment, in the amount of $37,500.00.  The United States Department of Homeland Security (DHS) awarded the funds. The City of Newark will be providing a cash match of $12,500.00 bringing the total program resources to $50,000.00.
