WHEREAS, without any application required by the City of Newark, the State of New Jersey, Department of Labor and Workforce Development granted the City of Newark $120,000.00 (One Hundred Twenty Thousand Dollars and Zero Cents) in WorkFirst New Jersey On-the-Job Training (WFNJ-OJT) funds, to be provided to the Newark Workforce Development Board (NWDB), for State Fiscal Year 2017, (July 1, 2016 through June 30, 2017); and
WHEREAS, this is an annual grant allocation from the State of New Jersey, Department of Labor and Workforce Development, and must be used in accordance to guidelines stated in the Notice of Obligation (NOO), be consistent with the NWDB’s strategic direction, and must be incorporated into the City of Newark Program Year 2016 Workforce Development Area contract; and
WHEREAS, these grant funds must be obligated by June 30, 2017 and fully expended by December 31, 2017; and
WHEREAS, no municipal funds, commitment of municipal resources, and/ or staff are required for the receipt and acceptance of these grant funds; and
WHEREAS, it is in the best interest of the City of Newark, to accept and expend these funds.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee(s), the Deputy Mayor, Workforce Development and Director of One Stop Career Center/NewarkWORKS, are hereby authorized to accept WorkFirst New Jersey On-the-Job Training grant funds, in the amount of $120,000.00 (One Hundred Twenty Thousand Dollars and Zero Cents) from the State of New Jersey, Department of Labor and Workforce Development, for State Fiscal Year 2017 (July 1, 2016 through June 30, 2017) (copies of the Grant Award Letter and Notice of Obligation (NOO) are attached hereto and made a part hereof).
2. The Mayor and/or his designee(s), the Deputy Mayor, Workforce Development and the Director of One Stop Career Center/NewarkWORKS, are hereby authorized to enter into and execute a Program 2016 Newark Workforce Development Area Contract as may be necessary to accept and fully expend, no later than December 31, 2017
3. The grant funds shall be expended in accordance with an expenditure plan approved by the Newark Workforce Development Board (NWDB), the Notice of Obligation, and in accordance with strategic workforce priorities set by the NWDB.
4. The Municipal Council hereby ratifies the acceptance of the grant funds from July 1, 2016 to date of adoption of this authorizing resolution.
5. No municipal funds, commitment of municipal resources, and/or staff are required for the receipt and acceptance of the grant funds awarded.
6. The Director of One Stop Career Center/NewarkWORKS shall file copies of this Resolution, the Grant Award Letter for State Fiscal Year 2017, and the Notice of Obligation with the Office of the City Clerk.

This resolution ratifies and authorizes the Mayor and/or his designee(s) the Deputy Mayor, Workforce Development and the Director of One Stop Career Center/NewarkWORKS, to accept WorkFirst On -the-Job Training funds in the amount of $120,000.00 (One Hundred Twenty Thousand Dollars and Zero Cents) from the State of New Jersey, Department of Labor and Workforce Development, and further authorizes them to enter into and execute Program Year 2016 Newark Workforce Development Area Contract.
