WHEREAS, the City of Newark ("City") Department of Health and Community Wellness (hereinafter "Department") desires to provide rental assistance at scattered housing sites to chronically homeless people some of whom may have some history of incarceration; and

WHEREAS, the United States Department of Housing and Urban Development (hereinafter "HUD") has awarded the Department of Health and Community Wellness with funds to provide services set forth in its grant proposal for programs funded under the FY2016 Competition; and

WHEREAS, in their award letter dated December 20, 2016, the CoC Program and HUD commended the Department of Health and Community Wellness for its work and encouraged the Department to continue to strive for excellence in the fight against homelessness; and

WHEREAS, as a result of the Department's Renewal Project Application FY 2016 for CoC grant funds, HUD awarded the City a CoC grant in the amount of One Hundred Thirty-One Thousand Eight Hundred Eighty Dollars and Zero Cents ($131,880.00), for the provision of services and programs for homeless persons, for the period commencing on April 1, 2017, and terminating on March 31, 2018. (A copy of the grant award letter is attached hereto and made a part hereof); and

WHEREAS, the City of Newark's Department of Health and Community Wellness desires to accept funds in the amount of One Hundred Thirty-One Thousand Eight Hundred and Eighty Dollars and Zero Cents ($131,880.00) to implement programs for homeless persons; and

WHEREAS, it is necessary for the City of Newark to accept this grant and to ratify its approval and permitted uses.

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

1. The Mayor and/or his designee, the Interim Director of the Department of Health and Community Wellness, hereby accept the award from the United States Department of Housing and Urban Development ("HUD") Continuum of Care Program Grant, in the amount of One Hundred Thirty-One Thousand, Eight Hundred Eighty Dollars and Zero Cents ($131,880.00), to provide program supports and services to homeless persons within the City of Newark, as set forth in HUD's award letter of December 20, 2016.

2. The Municipal Council hereby ratifies its authorization of this program award from the date of application submission to the date of adoption of this authorizing resolution.

3. The grant award in the amount of One Hundred Thirty-One Thousand, Eight Hundred Eighty Dollars and Zero Cents ($131,880.00) from the United States Department of Housing and Urban Development is hereby accepted.

4. The Mayor and/or his designee, the Interim Director of the Department of Health and Community Wellness, are hereby authorized to enter into and execute grant documents with United States Department of Housing and Urban Development Continuum of Care Program Grant, to receive and expend the grant award in the amount of One Hundred Thirty-One Thousand Eight Hundred and Eighty Dollars and Zero Cents ($131,880.00), for the continued provision of homelessness prevention programs and services, commencing on April 1, 2017 through March 31, 2018.

5. The Municipal Council hereby ratifies the acceptance of this grant award from April 1, 2017 to the date of adoption of this authorizing resolution.

6. No cash match is required for receipt or acceptance of this grant award. The City is required to provide an in-kind match in the amount of $23,448.97 through Department of Health and Community Wellness salaries.

7. The Interim Director of the Department of Health and Community Wellness shall file a fully executed copy of the grant application and grant award letter in the Office of the City Clerk.

STATEMENT

This resolution ratifies and authorizes the actions taken by the Mayor and or/his designee, the Interim Director of the Department of Health and Community Wellness, to apply for and accept a grant award in the amount of One Hundred Thirty-One Thousand Eight Hundred Eighty Dollars and Zero Cents ($131,880.00), from the United States Department of Housing and Urban Development (HUD) Continuum of Care Program Grant, One Newark Center, Newark, New Jersey 07102-5260, for the continued provision of homelessness prevention programs and services within the City of Newark. The City is required to provide a $23,448.97 in-kind match through the Department of Health and Community Wellness salaries.
