WHEREAS, the Department of Public Safety, Police Division, submitted for consideration, by the Newark Municipal Council, a proposed form of Ordinance establishing an Auxiliary Police Program which was introduced and advanced to first reading on May 17, 2017; and

WHEREAS, on May 17, 2017, the Municipal Council did, by way of Ordinance 6F-b, advanced the proposed Ordinance to public hearing, second reading and final passage; and

WHEREAS, on May 17, 2017, the Mayor of the City of Newark filed a letter (copy attached) with the Newark City Clerk's office requesting that a Special Meeting of the Newark Municipal Council be held on May 31, 2017, for the purposes of [i] allowing for the second reading and final passage of Ordinance 6F-b, May 17, 2017, [ii] the consideration of this resolution allowing for said Ordinance to take effect immediately upon public hearing, second reading and final passage; and

WHEREAS, the Auxiliary Police Program will be a critical element within the City's Department of Public Safety, as a force that will be available to perform activities pursuant to the Annotated Statutes of New Jersey, Appendix A, Chapter 9 (National Defense Title) and other related orders and directives of the State Director of Emergency Management, or the Governor of New Jersey, and the Stat...
