 WHEREAS, on June 19, 2017 the City of Newark through the Supervising Procurement Specialist, QPA, advertised for a Family Fun Day event for the Department of Recreation, Cultural Affairs and Senior Services as per the bid proposal provided herein; and

 

WHEREAS, one (1) vendor responded to the advertisement; and

 

WHEREAS, the respondents were required to provide a facility to accommodate an approximate 3,000 patrons from the City of Newark within 50 miles from the City on a minimum of 25 acres of land; and

 

WHEREAS, the Director of the Department of Recreation, Cultural Affairs and Senior Services reviewed the bid response and recommends that Family Fun Day be awarded to Wrights Mill Holdings, Limited Liability Company, 457 Stage Coach Rd. Millstone Township, New jersey 08510 the only responsive and responsible bidder; and

 

WHEREAS, Wrights Mill Holdings, Limited Liability Company, proposes the event to be held at Black Bear Lake; and

 

WHEREAS, the Supervising Procurement Specialist, QPA, concurs with the recommendation; and

 

WHEREAS, pursuant to N.J.S.A. 19:44A-20.5 et seq., solicitations through public bidding in accordance with N.J.S.A. 40A:11-1, et seq., meets the requirements of the fair and open process.

 

NOW, THEREFORE BE IT RESOLVED, BY THE  MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Supervising Procurement Specialist, QPA, are hereby authorized to contract with Wrights Mill Holdings, Limited Liability Company, 457 Stage Coach Road, Millstone Township, New Jersey 08510, to provide use of Black Bear Lake facility to accommodate Family Fun Day on August 12, 2017, whose bid was received on the advertised due date and determined to be the only responsive, responsible bidder in accordance with the bid specifications. The contract commences upon authorization by the Municipal Council and terminates August 13, 2017.

 

2.                     There shall be no amendment or change of this contract without the approval of the Municipal Council by resolution.

 

3.                     There shall be no advance payment on this contract in accordance with N.J.S.A. 40A:5-15. Pursuant to N.J.A.C. 5:30-5.5(a), a Temporary Budget, attached hereto is the Chief Finance Officer’s Certification, which states partial funds in the amount of $65,000.00 are available in the 2017 Temporary Budget, Business Unit NW011 Dept. ID 160 Div/Project 1606, Account # 71280, Budget Ref. B2017, the balance in the amount of $65,000.00 to be provided in the 2017 adopted budget. The Certification shall be filed, along with the original resolution and the executed contract in the Office of the City Clerk.

 

4.                     A duly executed copy of the contract shall be forthwith filed in the Office of the City Clerk by the Supervising Procurement Specialist, QPA.

 

5.                     If required by the State Law, the City Clerk shall provide the appropriate notice of the award of this contract, to the State Comptroller no later than 20 business days following such award, in accordance with N.J.S.A. 52:15-C10 and the Notice of the office of the State Comptroller dated May 7, 2008.

 

STATEMENT

 

This resolution authorizes the Mayor and/or his designee, the Supervising Procurement Specialist, QPA, to enter into a contract with Wrights Mill Holdings, Limited Liability Company, 457 Stage Coach Road Millstone Township, New Jersey 08510, to provide the use of Black Bear Lake facility to accommodate Family Fun Day on August 12, 2017, for an amount not to exceed $130,000.00.
