WHEREAS, the Concealed Carry Reciprocity Act of 2017 (H.R.38) and the Constitutional Concealed Carry Reciprocity Act of 2017 (S.446) are hereafter collectively referred to as the “Concealed Carry Reciprocity Act of 2017”; and
WHEREAS, the Concealed Carry Reciprocity Act of 2017 would force all states to recognize “constitutional” or permit less carry, which allows gun owners to flaunt local firearm laws and carry guns without receiving any permit or training; and
WHEREAS, currently, both bills were referred to the U.S. Senate Subcommittee on Crime, Terrorism, Homeland Security, and Investigation and the U.S. House of Representatives Committee on the Judiciary; and
WHEREAS, President Donald J. Trump has stated that he would sign a Concealed Carry Reciprocity law; and
WHEREAS, currently multiple state and local legislators, district attorneys, prosecutors, Police Commissioners and law enforcement have expressed that these bills undermine state protections against the proliferation of guns in public; endangers local law enforcement officers; weakens attempts to stop illegal gun trafficking and violent crime; and exacerbates existing public health and safety issues; and
WHEREAS, the Concealed Carry Reciprocity Bills would effectively override existing state laws and local practice and severely limit law enforcement’s ability to prevent dangerous people from carrying loaded, hidden firearms in public.
NOW THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Municipal Council of the City of Newark strongly opposes the Concealed Carry Reciprocal Act of 2017 (H.R.38 and S.446) that was introduced in the U.S. Senate and U.S. House of Representatives and has been forwarded to Committee and Subcommittees.
2. A copy of this resolution shall be forwarded to the New Jersey representatives of the U.S. Senate and U.S. House of Representatives.
STATEMENT
This resolution declares strong opposition of the Municipal Council to the Concealed Carry Reciprocal Act of 2017 (H.R.38 and S.446) introduced and currently before the U.S. Senate Subcommittee on Crime, Terrorism, Homeland Security, and Investigation and the U.S. House of Representatives Committee on the Judiciary.
