WHEREAS, on June 15, 2005, the Municipal Council of the City of Newark designated the entire City of Newark as an area in need of rehabilitation; and

WHEREAS, on August 7, 2013, the Municipal Council of the City of Newark adopted Ordinance 6PSF-i approving the Newark's River: Public Access and Redevelopment Plan (the "Original Plan"); and

WHEREAS, the Department of Economic Development, and the Newark Planning Office propose the following changes to the Original Plan:

1. Increase the height limit of MX2 from 10 stories to 25 stories,

2. Increase the height limit of MX3 from 30 stories to 40 stories, and

3. Amendment relating to Block 1, Lots 30 and 46 as attached hereto as Exhibit A;

4. Amendment relating to Block 179, Lots 10, 13 and 48 as attached hereto as Exhibit B;

5. Change all of the MX1 parcels between Jefferson Street to Raymond Plaza East to MX2, as attached hereto as Exhibit B; and
