WHEREAS, the New Jersey Department of Agriculture, Bureau of Child Nutrition Programs’ Summer Food Service Program reimburses the City of Newark for meals served to children who live in areas in which at least 50% of the children qualify for free or reduced-price meals under the National School Lunch Program; and
WHEREAS, the City of Newark provides meals to Newark children through the SuNuP Summer Food Service Program and is in need of additional funding to sustain the program and continue the provision of meals for the summer of 2017; and
WHEREAS, on March 31, 2017, on behalf of the City of Newark, the Interim Director of the Department of Health and Community Wellness submitted an application to the New Jersey Department of Agriculture, Division of Food and Nutrition, Summer Food Service Program (hereinafter “State”), requesting grant funding in the amount of one million, two hundred fourteen thousand, six hundred twenty-six dollars and sixty eight cents ($1,214,626.68) (hereinafter “Grant”) from the 2017 Summer Food Service Program, for the provision of meal services to children of the City of Newark through SuNuP (a copy of the grant application is attached hereto and made a part hereof); and
WHEREAS, as a result of this application the City of Newark has been awarded grant funds in the amount of One Million, Two Hundred Fourteen Thousand, Six Hundred Twenty-Six Dollars and Sixty-Eight Cents ($1,214,626.68), from the State for SuNuP to provide meal services for the children of the City of Newark for the period commencing on October 1, 2016, and terminating on September 30, 2017; and
WHEREAS, the City of Newark recognizes that the State of New Jersey Department of Agriculture may extend the time of the Grant and/or provide additional funds, if made available; and
WHEREAS, in instances where the State of New Jersey Department of Agriculture has granted an extension or additional funds, the State will amend the Grant to reflect the Grant time extension and/or increase or decrease of funds; and
WHEREAS, the City must execute a grant agreement with the New Jersey Department of Agriculture, Division of Food and Nutrition, Summer Food Service Program in order to obtain the Grant award; and
WHEREAS, no municipal funds are required for receipt or acceptance of this Grant.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Interim Director of the Department of Health and Community Wellness, are hereby authorized to submit an application to the New Jersey Department of Agriculture, Division of Food and Nutrition, Summer Food Service Program, requesting grant funding in the amount of One Million, Two Hundred Fourteen Thousand, Six Hundred Twenty-Six Dollars and Sixty-Eight Cents ($1,214,626.68), from the 2017 Summer Food Service Program to provide meal services to children of the City of Newark.
2. The Municipal Council of the City of Newark hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
3. The Grant award in the amount of One Million, Two Hundred Fourteen Thousand, Six Hundred Twenty-Six Dollars and Sixty-Eight Cents ($1,214,626.68), from the New Jersey Department of Agriculture, Division of Food and Nutrition, Summer Food Service Program, is hereby accepted.
4. The Mayor and/or his designee, the Interim Director of the Department of Health and Community Wellness, are hereby authorized to enter into and execute grant documents with the New Jersey Department of Agriculture, Division of Food and Nutrition, Summer Food Service Program, to receive and expend the Grant award in the amount of One Million, Two Hundred Fourteen Thousand, Six Hundred Twenty-Six Dollars and Sixty-Eight Cents ($1,214,626.68), for the provision of meal services to children of the City of Newark through the City’s Summer Nutrition Program, for the period commencing on October 1, 2016, and terminating on September 30, 2017.
5. The agreement between the City of Newark and the New Jersey Department of Agriculture, Division of Food and Nutrition, Summer Food Service Program, is hereby ratified from October 1, 2016, to the date of adoption of this authorizing resolution.
6. No municipal funds are required for receipt or acceptance of this Grant award.
7. The Interim Director of Department of Health and Community Wellness shall file fully executed copies of the grant application, grant agreement, award letter, and other associated documents in the Office of City Clerk.
STATEMENT
This resolution ratifies and authorizes the Mayor and the Interim Director of the Department of Health and Community Wellness to: (1) submit an application for grant funding to the New Jersey Department of Agriculture, Division of Food and Nutrition, Summer Food Service Program, to provide meal services to children of the City of Newark through the City’s Summer Nutrition Program, and; (b) execute grant documents with, and accept grant funds in the amount of One Million, Two Hundred Fourteen Thousand, Six Hundred Twenty-Six Dollars and Sixty-Eight Cents ($1,214,626.68) from the New Jersey Department of Agriculture, Division of Food and Nutrition, Summer Food Service Program, to provide meal services to the children of the City of Newark through the City’s Summer Nutrition Program for the period commencing on October 1, 2016, and terminating on September 30, 2017. No municipal funds are required.
