WHEREAS, on or about April 26, 2017, and pursuant to Newark, New Jersey Municipal Code Article 4, ?2:5-13.2e.1, the City of Newark (hereinafter referred to as "City") entered into Emergency Contract # E-2017-10 with contractors EnviroScience Solutions LLC, 28 North Day Street, Orange, New Jersey 07050, Optimum Environmental Solutions LLC, 2717 Linwood Road, Union, New Jersey 07083, and Turningpoint Contracting Corporation, 51 Berkeley Terrace, 1st Floor, Irvington, New Jersey 07111 (hereinafter collectively referred to as "Contractors") for the provision of lead hazard control and reduction services and healthy homes production, from April 24, 2017 through July 21, 2017, in an amount not to exceed $450,000.00; (a copy of said Emergency Contract # E-2017-10 is attached hereto and made a part hereof); and
