WHEREAS, the Hispanic Law Enforcement Society of Essex County, who have many members working in the City of Newark's Police Division, along with other members of the City's Department of Public Safety, developed a relief program by which they arranged for the delivery of desperately needed essential supplies to the residents of Puerto Rico, which was devastated by Hurricane Maria on or about September 22, 2017 (a list of those supplies being delivered is attached hereto); and
