WHEREAS, the City of Newark Department of Public Safety, Police Division is in need of a data processing service for the tracking of items purchased and sold by secondhand dealers in order to aid the Police Division in the recovery of stolen items and in the apprehension of individuals who steal them; and
WHEREAS, the City of Newark Police Division is furthermore in need of a third-party vendor to operate, manage, and administer the above-described data processing service; and
WHEREAS, N.J.S.A. 40A:11-4.1(b)(3) authorizes the use of competitive contracting in lieu of public bidding for the procurement of specialized goods and services for the purpose of operation, management, and administration of data processing services; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4.3(a), in order to initiate competitive contracting, the Municipal Council must pass a resolution authorizing the use of competitive contracting each time specialized goods or services are desired to be contracted; a...
