WHEREAS, the City of Newark's Department of Health and Community Wellness (hereinafter "DHCW") provides medical care services pursuant to and consistent with the Public Health Services Act (Section 330: 42 U.S.C. Section 254b), program regulations for Community and Migrant Health Centers (43CFR part 51 and 42 CFR 56.201), and the grant regulations of the Affordable Health Care Act (42 CFR part 74); and
WHEREAS, the United States Department of Health and Human Services/Health Resources and Services Administration has made grant funds available for the provision of such services; and
