WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $175,700.00, bringing total program resources to $3,061,297.00, for the continued provision of Homeless Healthcare (HRSA) Program and no adequate provision has been made in the 2018 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by award letter dated August 15, 2017, from the U.S. Department of Health and Human Services/Health Resources and Services Administration, the City of Newark was awarded the Homeless Healthcare (HRSA) Grant in the amount of $175,700.00, to provide medical care, social services, substance abuse and mental health counseling to the homeless population within the City of Newark; and
