WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $685,579.00, for the Emergency Solutions Grant (ESG) to provide homeless prevention, rapid rehousing, utilities and homeless assistance to residents within the City of Newark; and no adequate provision has been made in the 2018 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

WHEREAS, by notice of award letter dated October 19, 2017, from United States Department of Housing and Urban Development (HUD), awarded the City of Newark $685,579.00 to provide homeless prevention, rapid rehousing, utilities and homeless assistance to residents within the City of Newark; and
