WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $1,024,732.00 bringing total program resources to $1,562,916.00, for the Childhood Lead Poisoning Prevention Program and Zika Prevention Services and no provision has been made in the 2018 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by award letter dated January 30, 2018, from the New Jersey Department of Health and Senior Services, the City of Newark has been awarded $1,024,732.00 to provide lead poison prevention services, community outreach and case management for children six (6) months through six (6) years of age within the City of Newark and Zika Prevention Services; and
