WHEREAS, on July 27, 2017, the Department of Public Works ("DPW") declared an Emergency for the cleaning and maintaining of City entranceways and on August 8, 2017 the Central Purchasing Director awarded an Emergency Contract for the period of July 2017 through September 2017; and
WHEREAS, the DPW is currently working on finalizing the bid specifications for the cleaning and maintaining of City entranceways and plans to advertise for these services in April 2018; and
WHEREAS, it is imperative that the City continue cleaning and maintaining the City's entranceways, as not doing so will promote conditions that will affect the health, safety, and welfare of the citizens of Newark; and
WHEREAS, N.J.S.A. 40A:11-6 provides that Emergency Contracts may be entered into when an emergency affecting the public health, safety or welfare requires the immediate delivery of goods or the performance of services; and
