WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $3,439,697.00 for the Health Center Cluster/ Homeless HRSA Program Grant award, and no adequate provision has been made in the 2018 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and
WHEREAS, by a Notice of Award dated November 28, 2017, the U.S. Department of Health and Human Services, Health Resources and Services Administration, awarded the City of Newark a Health Center Cluster/Homeless HRSA Program Grant in the amount of $3,439,697.00, to provide medical care, social services, substance abuse and mental health counseling to the homeless population within the City of Newark; and
WHEREAS, the City of Newark’s Department of Health and Community Wellness is submitting an Apply and Accept Resolution to the Newark Municipal Council for its consideration relative to said grant award; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriations adopted in 2018 pursuant to N.J.S.A. 40A:4-20, including this Resolution, total $134,070,189.15.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. A temporary emergency appropriation be and the same is hereby made for the following classification:

Homeless HRSA $3,439,697.00
Program Grant (Health Center Cluster)
2. Said emergency appropriation shall be provided for in the 2018 budget.
3. A copy of this resolution shall be filed with the Director of Local Government Services by the City Clerk of the City of Newark.
STATEMENT
This legislation authorizes and establishes the temporary emergency appropriation for the Health Center Cluster/ Homeless HRSA Program Grant in the amount of $3,439,697.00. The U.S. Department of Health and Human Services, Health Resources and Services Administration, awarded the City of Newark the Homeless HRSA Program Grant. The project period is January 1, 2018 through December 31, 2018.
