WHEREAS, the United States Department of Homeland Security, Federal Emergency Management Agency, through the Port Authority of New York and New Jersey, has implemented the FY2017 Port Security Grant Program, Port of New York/New Jersey, to eligible municipalities and fire districts; and

 

WHEREAS, on or about June 14, 2017, on behalf of the City of Newark, the Director of Public Safety, caused to be submitted an application to the United States Department of Homeland Security, Federal Emergency Management Agency, requesting grant funding in the total amount of $186,571.00 for Fireboats maintenance and sustainment; and Fire Boat Rescue Equipment (a copy of the grant application is attached hereto and made a part hereof); and

 

WHEREAS, as a result of the grant application, on or about September 21, 2017, the United States Department of Homeland Security, Federal Emergency Management Agency, through The Port Authority of New York and New Jersey, awarded the City of Newark $139,928.00 in grant funds from the FY2017 Port Security  Grant Program for the period commencing on September 1, 2017and terminating  on August 31, 2020 (a copy of the Award Letter is attached hereto as part of the Award Package, and made a part hereof); and

 

WHEREAS, in order to receive the grant funds, the City must establish acceptance of the grant award; and

 

WHEREAS, the grant requires matching funds in the amount of $46,643.00; and

 

WHEREAS, the City of Newark shall contribute, from its Temporary Budget, $46,643.00 of non-federal required matching funds towards the total project cost of $186,571.00. The cash match will be provided through the 2018 Temporary Budget: B2018, Unit 011, Department 230, and Division 2301, unclassified account matching funds; and

 

WHEREAS, in consideration of the extreme amounts of combustible, flammable and hazardous cargo that are transported over the New Jersey Turnpike, US Route 280, New Jersey Route 21, and the Route 1 & 9 thoroughfares, and in further consideration of the fact that the City Fire Division serves the Port of Newark waterways and the Passaic River as a regional asset, the Director of the Public Safety Department recommends that the grant funds in the total amount of $139,928.00 be accepted.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of the Department of Public Safety, are hereby authorized to submit an application to the United States Department of Homeland Security, Federal Emergency Management Agency, through the Port Authority of New York and New Jersey, under the FY 2017 Port Security Grant Program, requesting funding in the total amount of $139,928.00, for the period commencing on September 1, 2017, and terminating on August 31, 2020.

 

2.                     The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.

 

3.                     The grant award in the total amount of $139,928.00 from the FY 2017 Port Security Grant Program is hereby accepted.

 

4.                     The Mayor and/or his designee, the Director of the Department of Public Safety, are hereby authorized to enter into and agree to the grant’s associated “Agreement Articles” and “Obligating Document” (copies of which are attached hereto as part of the Award Package, and made a part hereof).

 

5.                     The Municipal Council hereby ratifies its authorization to enter into and agree to the grant’s associated “Agreement Articles” and “Obligating Document” from the date of execution to the date of adoption of this authorizing resolution.

 

6.                     Matching funds in the amount of $46,643.00 shall be provided from the following line appropriation of the 2018 Temporary Budget:  B2018, Business Unit 011, Department 230, Division 2301, Unclassified account.

 

STATEMENT

 

This resolution ratifies and authorizes the actions taken by the Mayor and/or his designee, the Director of the Department of Public Safety, to submit an application for grant funding from the United States Department of Homeland Security, Federal Emergency Management Agency, FY2017 Port Security Grant Program for the Maintenance and Sustainment of Fire Boats; and Fire Boat Rescue Equipment, and furthermore authorizes the acceptance of $139,928.00 in grant funds from the FY2017 Port Security Grant Program, for the period commencing on September 1, 2017, and terminating on August 31, 2020.  Matching grant funds in the amount of $46,643.00 shall be provided from the municipal budget.
