           WHEREAS, the City of Newark (the “City”) seeks to offer reentry services to men of color ages 18-30 who are at the highest risk of re-offending; and

 

WHEREAS, the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, solicited proposals for the FY 16 Smart Reentry: Focus on Evidence-based Strategies for Successful Reentry from Incarceration to Community (“Newark Reentry Initiative”), which encourages cities to create innovative reentry models which identifies and provides services to individuals returning to the community from incarceration who are at the highest risk of offending; and

 

WHEREAS, on June 8, 2016, on behalf of the City of Newark, under the Mayor’s Office with Rutgers University - Newark, School of Criminal Justice as the City’s educational partner, submitted an application to the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, requesting funding in the amount of $1,000,000.00 for developing an innovative reentry model which identifies and provides services to 75 participants who are at the highest risk of re-offending; and

 

WHEREAS, as part of the proposal the City of Newark submitted to the United States Department of Justice, Bureau of Justice Assistance for the "FY 16 Smart Reentry: Focus on Evidence-Based Strategies for Successful Reentry from Incarceration to Community" grant solicitation, the City of Newark partnered with Rutgers University to provide planning, research, and evaluation should the grant be awarded to the City of Newark; and

 

WHEREAS, on September 19, 2016, the City, was awarded a $1,000,000.00 three-year grant under the "FY 16 Smart Reentry: Focus on Evidence-Based Strategies for Successful Reentry from Incarceration to Community" grant solicitation from the U.S. Department of Justice, Bureau of Justice Assistance (hereinafter DOJ); and

 

WHEREAS, as a condition of the award the City must enter into a sub-contract with Rutgers University to perform both planning, research and evaluation services for the grant; and

 

WHEREAS, the City wishes to engage Rutgers University to perform the services described herein for the purposes of planning, research and evaluation services for the grant; and

 

WHEREAS, for and in consideration of the mutual promises, covenants and agreements contained herein, and for other good and valuable consideration, the receipt and sufficiency of which are hereby acknowledged by each of the Parties, the Parties do hereby covenant and agree each with the other.

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Deputy Mayor for Workforce Development, and the Director of Newark One Stop Career Center/NewarkWORKS are hereby authorized to engage, execute, and enter into a contract with Rutgers and Rutgers hereby agrees to provide the services (as such term is defined herein). Rutgers has represented that it is qualified by training and experience to provide the services in the manner and on the terms and conditions set forth herein. The maximum amount payable to Rutgers under this Agreement shall not exceed Three Hundred Sixty-One Thousand and One Hundred Ninety-Five Dollars and Zero Cents ($361,195.00), inclusive of all costs.

 

2.                     This contract is hereby ratified from October 1, 2017 to the date of adoption of this authorizing resolution.

 

3.                     The contract award amount shall not exceed $361,195.00 from the City of Newark as part of the United States Department of Justice, Office of Justice Programs, Smart Reentry: Focus on Evidence-based Strategies for Successful Reentry from Incarceration to Community grant is hereby accepted (a copy of the contract is attached hereto and made a part hereof).

 

4.                     The Mayor and/or his designee, the Deputy Mayor for Workforce Development, and the Director of Newark One Stop Career Center/NewarkWORKS are hereby authorized to enter into and execute a contract agreement with Rutgers University as a sub-recipient of the United States Department of Justice, Office of Justice Programs, Smart Reentry: Focus on Evidence-based Strategies for Successful Reentry from Incarceration to Community grant the grant award in the amount of $361,195.00 through the Mayor’s Office to develop a screening tool that will identify high risk males of color ages 18-30 who are released from incarceration and are at the highest risk of recidivating and victimization; for the period commencing October 1, 2017 and terminating on September 30, 2019 (A copy of the contract is attached hereto and made a part hereof).

 

5.                     The contract between the City of Newark and Rutgers University is hereby ratified from October 1, 2017 to the date of adoption of this authorizing resolution.

 

6.                     A representative from the Mayor’s Office shall file a fully-executed copy of the contract agreement in the Office of the City Clerk.

 

STATEMENT

 

This resolution ratifies and authorizes the Mayor and/or his designee, the Deputy Mayor for Workforce Development, and the Director of Newark One Stop Career Center/NewarkWORKS to enter into and execute a contract agreement with Rutgers University, as a sub-recipient of the United States Department of Justice, Office of Justice Programs, Smart Reentry: Focus on Evidence-based Strategies for Successful Reentry from Incarceration to Community, to develop a screening tool that will identify high risk males of color ages 18-30 who are released from incarceration and are at the highest risk of recidivating and victimization, and furthermore, authorizes the Mayor and/or his designee, in the amount of $361,195.00 for the period commencing October 1, 2017 and terminating no later than September 30, 2019.
