WHEREAS, on behalf of the City of Newark, the Director of the Department of Public Safety, submitted an application to the United States Department of Justice - Bureau of Justice Assistance, requesting funding in the amount of $496,920.00 from the FY2017 Bureau of Justice Assistance - Body Worn Camera Policy and Implementation Program, to fund the purchase, development and evaluation of a body camera implementation initiative within the Newark Police Division (“NPD”); and

 

WHEREAS, pursuant to the terms of the grant application, a copy of which is attached hereto, the City of Newark is required to provide a fifty percent (50%) cash match of $496,920.00, towards the total project cost of $993,840.00.  The cash match which will be provided through the 2017 Newark Municipal Budget, more specifically, Fund 045, Dept. 17G, Project Code 17A10, Account Code 94710, Budget Reference B2017; and

 

WHEREAS, the City of Newark has received notification of receipt of the grant award in connection with this application, and the Public Safety Director desires to accept the grant award and execute a grant agreement governing said award; and 

 

WHEREAS, the City of Newark has received notification of receipt of the grant award in connection with this application, and the Department of Public Safety  Director is submitting a copy of the grant agreement to the Acting Corporation Counsel and the Business Administrator for review, approval, and signature; and  

 

WHEREAS, the City of Newark desires to fund the initiative to deploy body worn cameras to promote accountability, instill community confidence, and improve law enforcement records; and

 

WHEREAS, the City of Newark desires to ensure that the initial implementation of body worn cameras in the Department of Public Safety, Police Division is successful; and in so doing, the NPD has partnered with the School of Criminal Justice at Rutgers University-Newark to help implement and evaluate the program.

 

NOW THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of the Department of Public Safety, are hereby authorized to submit an application to the United States Department of Justice, Bureau of Justice Assistance, requesting grant funding in the amount of $496,920.00 from the 2017 Bureau of Justice Assistance - Body Worn Camera Policy and Implementation Program for the purpose to fund the purchase, development and evaluation of a body camera implementation initiative within the Newark Police Division.

 

2.                     The Municipal Council hereby ratifies authorization of this application from the date of submission of the application to the date of adoption of this authorizing resolution.

 

3.                     The Mayor and/or his designee, the Department of Public Safety Director, are hereby authorized to accept the allocation from the United States Department of Justice, Bureau of Justice Assistance, grant funding in the amount of $496,920.00.

 

4.                     The Mayor and/or his designee, the Department of Public Safety Director, are hereby authorized to enter into and execute the grant documents with the United States Department of Justice to receive and expend the FY2017 Bureau of Justice Assistance - Body Worn Camera Policy and Implementation Program for the purpose to fund the purchase, development and evaluation of a body camera implementation initiative within the Newark Police Division.

 

5.                     The Public Safety Director shall submit a complete copy of the grant agreement and any associated documents to both the Acting Corporation Counsel and the Business Administrator for review, approval and signature.

 

6.                     The Public Safety Director shall file a fully-executed copy of the FY2017 Bureau of Justice Assistance - Body Worn Camera Policy and Implementation Program application, the grant award letter, and the grant agreement in the Office of the City Clerk.

 

7.                     Matching funds in the amount of $496,920.00 shall be provided from the 2017 Newark Municipal Budget Unclassified Account: Fund 045, Dept. 17G, Project Code 17A10, Account Code 94710, Budget Reference B2017

 

 

STATEMENT

 

This resolution ratifies and authorizes the Mayor and/or his designee, the Department of Public Safety Director, to submit an application for, accept, and enter into an agreement for the FY2017 Bureau of Justice Assistance - Body Worn Camera Policy and Implementation Program for funding in the amount of $496,920.00 from the United States Department of Justice, Bureau of Justice Assistance for the purpose of funding the purchase, development and evaluation of a body camera implementation initiative within the Newark Police Division.  Matching funds in the amount of $496,920.00 shall be provided from the municipal budget.
