WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $700,000.00 for the FY 2017 Smart Policing Initiative Grant and no adequate provision has been made in the 2018 temporary budget for the aforesaid purpose and N.J.S.A 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and

 

                     WHEREAS, by Resolution 7R9-a dated February 7, 2018, the City of Newark accepted FY 2017 Smart Policing Initiative Grant in the amount of $700,000.00 to fund the implementation of a Model Precinct Accountability and Cooperation Team (“M-Pact”) program, which is an evidence-based policing strategy leveraging crime analysis and technology within the Newark Police Division; and

 

                     WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and

WHEREAS, the emergency appropriations adopted in 2018 pursuant to N.J.S.A. 40A:4-20 including this resolution total $193,675,991.59.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.  An emergency appropriation is and the same is hereby made for the following classification:

2.                     Said emergency appropriation shall be provided for in the 2018 budget.

3.                     A copy of this resolution shall be immediately filed with the Director of Local Government Services by the City Clerk of the City of Newark.

 

                                                   STATEMENT

 

 

This Legislation establishes an appropriation in the amount of $700,000.00 for the FY 2017 Smart Policing Initiative Grant funded by the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance for the purpose of funding a Model Precinct Accountability and Cooperation Team (“M-Pact”) program, which is an evidence-based policing strategy leveraging crime analysis and technology within the Newark Police Division. The grant period is October 1, 2017 through September 30, 2020.
