WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $139,928.00 for the 2017 Port Security Grant and no provision has been made in the 2018 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

WHEREAS, by approving resolution, the City of Newark accepted the 2017 Port Authority Grant in the amount of $139,928.00 from United States Department of Homeland Security, Federal Emergency Management Agency, Port Security Grant Program, through The Port Authority of New York & New Jersey for fireboat maintenance and sustainment; and fireboat rescue equipment; and

WHEREAS, a previous resolution authorizing TE#10 and prior emergency appropriations submitted for Municipal Council approval totaled $71,804,633.15; and

WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current ...
