WHEREAS, the Pavement Management System Data and performance analysis report (prepared by NJDOT PMS) revealed that the pavement section between MP 2.10 to 4.20 NB and MP 2.10 and 4.02 SB is in fair to poor condition with low to moderate cracking of various types. The data also indicates that this section of pavement has sufficient pavement structure life remaining, but the pavement surface exhibits surface distress and poor ride quality. Therefore, based upon visual condition survey and coring evaluation, the pavement has reached the condition at which the surface deficiencies need to be removed in order to improve the ride quality, and extend the structural life of the pavement; and

WHEREAS, the New Jersey Department of Transportation (NJDOT) is performing a Limited Scope Concept Development Study for pavement resurfacing of Route 21 in both directions between Milepost 2.10 and Milepost 4.20 in the City of Newark, Essex County; and

WHEREAS, the New Jersey Department of Transportation is seeking a resolution of support for the Limited Scope Concept Development Study for pavement resurfacing of Route 21, Lafayette Street to On-Ramp at Interchange 7, MP 2.10 to MP 4.20 (NB) and MP 2.10 to MP 4.02 (SB); and

WHEREAS, the City of Newark is desirous of completing the Limited Scope Concept Development Study and proceed to the preliminary engineering and final design phases.
