WHEREAS, the City of Newark (“City” or “Licensor”) Department of Engineering desires to enter into a License Agreement with the New Jersey Institute of Technology (“NJIT” or “Licensee”) to conduct a pilot project, Integrated Connected Urban Corridor (“ICUC”), to install state-of-the-art vehicle-to-infrastructure (V2I) monitoring and communication systems on City-owned Traffic and Signal Poles; and

 

WHEREAS, developed by NJIT in collaboration with the New Jersey Department of Transportation, NJIT’s Intelligent Transportation Systems Resource Center proposes to install vehicle and environmental sensors and communication devices on City-owned Traffic and Signal Poles at intersections that enable secure transmission of traffic signal and delay information to vehicles, as well as to pedestrians and bicyclist in real time; and

 

WHEREAS, the ICUC system will enable the City’s real-time corridor monitoring of congestion mitigation strategies. The data obtained from the devices can also be used by the City to measure travel time improvements and emission reductions. The proposed pilot deployment of SMART transportation technology will also be the first implementation of connected vehicle technology in the City; and

 

WHEREAS, the pilot deployment of the ICUC system is proposed along Raymond Boulevard. Alternative locations for consideration include Broad Street and Irvine Turner Boulevard.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of the Department of Engineering, are hereby authorized to enter into and execute a License Agreement, in the form attached hereto, with the New Jersey Institute of Technology, located at University Heights, Newark, New Jersey  07102, to install state-of-the-art vehicle-to-infrastructure (V2I) monitoring and communication systems on City-owned Traffic and Signal Poles along Raymond Boulevard or at other alternative locations, for the purpose of conducting a pilot project Integrated Connected Urban Corridor (“ICUC”).

2.                     The initial term of this License Agreement begins one (1) month after the issuance of a Notice to Proceed by the Director of Engineering and continues for a period of one (1) year thereafter unless otherwise terminated in accordance with the provisions of this agreement.

 

3.                     This Agreement shall be at no cost to the City of Newark.

4.                     A copy of the executed License Agreement shall be filed in the Office of the City Clerk by the Director of the Department of Engineering and shall be made available for public inspection.

 

STATEMENT

 

This resolution authorizes the Mayor, and/or his designee, the Director of the Department of Engineering, to enter into and execute an a License Agreement with the New Jersey Institute of Technology, located at University Heights, Newark, New Jersey 07102, to install state-of-the-art vehicle-to-infrastructure (V2I) monitoring and communication systems on City-owned Traffic and Signal Poles along Raymond Boulevard or at other alternative locations, for the purpose of conducting a pilot project Integrated Connected Urban Corridor (“ICUC”), beginning one month after the issuance of a Notice to Proceed by the Director of Engineering and continuing for a period of one (1) year thereafter at no cost to the City.
