WHEREAS, the City of Newark provides community outreach, education and medical services related to sexually transmitted diseases, including but not limited to, high quality medical and laboratory services to residents of the City of Newark at the City’s Communicable Disease Prevention and Treatment Center (CDPTC); and

 

WHEREAS, the New Jersey Department of Health (NJDOH), Division of HIV, STD and TB Services, has made grant funds available for the provision of such services at the CDPTC; and

 

WHEREAS, on May 3, 2018, on behalf of the City of Newark, the Director of the Department of Health and Community Wellness submitted an electronic grant application to the NJDOH requesting grant funding in the amount of $89,113.00 from the STD Program 2019 to augment existing STD Services, such as improved diagnostic and treatment functions, and to perform intervention, outreach, and education and prevention activities; and

 

WHEREAS, as a result of this application, the City of Newark has been awarded a grant in the amount of $89,113.00 from the NJDOH, for the period commencing on July 1, 2018 and terminating on June 30, 2019; and

 

WHEREAS, the City of Newark, Department of Health and Community Wellness, desires to accept the awarded grant funds in the amount of $89,113.00; and

 

WHEREAS, the City of Newark recognizes the NJDOH may extend the time of the grant award and/or provide additional funds, if made available; and

 

WHEREAS, the NJDOH will amend the grant to reflect the extension of the grant period and/or increase or decrease additional funds, if made available.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to submit an electronic grant application to the NJDOH requesting grant funding in the amount of $89,113 from the STD Program 2019 to augment existing STD Services, such as improved diagnostic and treatment functions, and to perform intervention, outreach, and education and prevention activities with no City funds required (a copy of the application is attached hereto and made a part hereof).

 

2.                     The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.

 

3.                     The grant award in the amount of $89,113.00 from the NJDOH is hereby accepted (a copy of the Notice of Grant Award is attached hereto and made a part hereof).

 

4.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to enter into and execute grant documents with the NJDOH to receive and expend the grant award in the amount of $89,113.00 to augment existing STD Services, such as improved diagnostic and treatment functions, and to perform intervention, outreach, and education and prevention for the period commencing on July 1, 2018 and terminating on June 30, 2019 (a copy of the Agreement is attached hereto and made a part hereof).

 

5.                     The agreement between the City of Newark and the NJDOH is hereby ratified from July 1, 2018 to the date of adoption of this authorizing resolution.

 

6.                     No municipal funds are required for receipt or acceptance of this grant award.

 

7.                     The Director of the Department of Health and Community Wellness shall file a fully-executed copy of the grant application, grant award letter and the grant agreement in the Office of the City Clerk.

 

STATEMENT

 

This resolution ratifies and authorizes the Mayor and/or his designee, the Director of the Department of Health and Community Wellness, to submit an electronic grant application to the NJDOH and accept grant funding in the amount of $89,113.00 from the STD Program 2019 to augment existing STD Services, such as improved diagnostic and treatment functions, and to perform intervention, outreach, and education and prevention activities for the period commencing on July 1, 2018 and terminating on June 30, 2019. No municipal funds are required.
