WHEREAS, the Department of Public Safety, Office of Emergency Management is committed to providing efficient and effective Citizens' Emergency Alert System to the City of Newark and its citizens; and
WHEREAS, the City of Newark by way of public bidding engaged SwiftReach Networks, Inc. for the past two (2) years as the primary Mass Notification System for the citizens of the City of Newark; and
WHEREAS, the City of Newark originally contracted with SwiftReach Networks, Inc. (hereinafter "SwiftReach"), 14 Industrial Avenue, Suite 4, Mahwah, New Jersey 07430, in 2015 under Resolution 7R1-j November 5, 2015for the Emergency Mass Notification System; and
