WHEREAS, on behalf of the City of Newark, the Department of Public Safety Director, submitted an application to the New Jersey Department of Law and Public Safety requesting funding in the amount of $126,342.00 from the FY2016 National Crime Statistics Exchange (NCS-X) Implementation Assistance Program, to fund the purchase, development and installation of an upgrade to the Police Division’s Computer Aided Dispatch System; and

 

          WHEREAS, the Newark Police Division was among the twenty-eight (28) agencies selected to participate in the National Crime Statistics Exchange (NCS-X) project within the State of New Jersey.  The goal of the project is to provide more accurate data to analyze crime trends at the state and national levels by initiating the transition from the older Uniform Crime Report (UCR) summary system to the recently established National Incident Based Reporting System (NIBRS); and

 

WHEREAS, the City of Newark has received notification of receipt of the grant award, Sub-award Number NCSX-2016-017, in connection with this application, for the period commencing on November 1, 2016, and terminating on September 30, 2019; and

 

WHEREAS, the Department of Public Safety Director desires to accept the grant award and execute a grant agreement governing said award; and 

 

WHEREAS, the grant agreement for FY2016 National Crime Statistics Exchange (NCS-X) Implementation Assistance Program with the New Jersey Department of Law and Public Safety does not require City funds; and

 

NOW THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee the Director of the Department of Public Safety, are hereby authorized to submit an application to the New Jersey Department of Law and Public Safety, 25 Market Street, Trenton New Jersey 08611, requesting funding in the amount of $126,342.00 from the FY2016 National Crime Statistics Exchange (NCS-X) Implementation Assistance Program to fund the purchase, development, and installation of an upgrade to the Police Division’s Computer Aided Dispatch System with no City funds required; a copy of the application is attached hereto and made a part hereof.

 

2.                     The Municipal Council hereby ratifies its authorization of this application from the date of submission of the application to the date of adoption of this authorizing resolution.

 

3.                     The Mayor and/or his designee the Department of Public Safety Director, are hereby authorized to accept grant funding in the amount of $126,342.00 from the FY 2016 National Crime Statistics Exchange (NCS-X) Implementation Assistance Program provided through the New Jersey Department of Law and Public Safety; a copy of the award letter is attached hereto and made a part hereof.

 

4.                     The Mayor and/or his designee the Department of Public Safety Director, are hereby authorized to enter into and execute the grant documents with the New Jersey Department of Law and Public Safety to receive and expend the FY2016 U.S. Department of Justice, Bureau of Justice Statistics National Crime Statistics Exchange (NCS-X) Implementation Assistance Program in the amount of $126,342.00 to fund the purchase, development and installation of an upgrade to the Police Division’s Computer Aided Dispatch System, for the period commencing on November 1, 2016, and terminating on September 30, 2019; a copy of the Agreement is attached hereto and made a part hereof.

 

5.                     The agreement between the City of Newark and the New Jersey Department of Law and Public Safety for the FY2016 National Crime Statistics Exchange (NCS-X) Implementation Assistance Program is hereby ratified from November 1, 2016, to the date of adoption of this authorizing resolution.

 

6.                     The Public Safety Director shall submit a complete copy of the grant agreement and any associated documents to both the Corporation Counsel and the Business Administrator for review, approval and signature.

 

7.                     The Public Safety Director shall file a fully-executed copy of the FY2016 National Crime Statistics Exchange (NCS-X) Implementation Assistance Program application, the grant award letter, and the grant agreement in the Office of the City Clerk.

 

 

STATEMENT

 

This resolution ratifies and authorizes the Mayor and/or his designee the Department of Public Safety Director, to submit an application for, accept, and enter into an agreement for the FY2016 National Crime Statistics Exchange (NCS-X) Implementation Assistance Program in the amount of $126,342.00 from the New Jersey Department of Law and Public Safety for the purpose of funding the purchase, development and installation of an upgrade to the Police Division’s Computer Aided Dispatch System for the period commencing November 1, 2016, through September 30, 2019.  No matching funds are required.
