WHEREAS, the City of Newark Department of Public Safety, Police Division, is in need of a Vendor for the Operations, Management and Administration of a data processing service for the tracking of items sold by secondhand dealers tracking; and

 

WHEREAS, N.J.S.A. 40A:11-4.1(b)(2) authorizes the use of competitive contracting in lieu of public bidding for the procurement of specialized goods and services for the purpose of operation, management, and administration of a data processing service for the tracking of items sold by secondhand dealers; and

 

WHEREAS, pursuant to N.J.S.A. 40A:11-4.3(a), in order to initiate competitive contracting, the Municipal Council must pass a resolution authorizing the use of competitive contracting each time specialized goods or services are desired to be contracted; and

 

WHEREAS, the competitive contracting process shall be administered by the Business Administrator, Qualified Purchasing Agent, in consultation with the Director of the Department of Public Safety of the City of Newark, pursuant to N.J.S.A. 40A:11-4.3(b), and any contract awarded under this process shall be made by resolution of the Municipal Council.

 

NOW, THEREFORE, BE IT IS RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Municipal Council hereby authorizes the Business Administrator, Qualified Purchasing Agent, and the Director of the Department of Public Safety of the City of Newark to use competitive contracting, pursuant to N.J.S.A. 40A:11-4.1, et seq., to procure for the Department of Public Safety, Police Division a Vendor for the Operations, Management and Administration of a data processing service for the tracking of items sold by secondhand dealers.

                                 

2.                     The competitive contracting process shall be administered by the Business Administrator, the Qualified Purchasing Agent with the assistance of the Director of the Department of Public Safety, pursuant to N.J.S.A. 40A:11-4.3(b).

 

3.                     The award of such contract shall be by resolution of the Municipal Council in accordance with N.J.S.A. 40A:11-4.3(b).

 

STATEMENT

 

This resolution authorizes the use of competitive contracting, pursuant to N.J.S.A. 40A:11-4.1, et seq., to procure, for the Department of Public Safety, Police Division, of the City of Newark, a Vendor for the Operations, Management and Administration of a data processing service for the tracking of items sold by secondhand dealers.
