WHEREAS, the New Jersey Department of Transportation (NJDOT) has proposed to correct the structural deficiencies of the bridge and eliminate some substandard roadways elements in order to expand the useful life of the bridge and improve safety of the traveling public; and
WHEREAS, the major items of proposed improvements are summarized as follows:
• Improve the roadway drainage and highway lighting.
• Upgrading the bridge parapet to a TL-5 rated barrier.
• Replacing the existing partially frozen and deteriorated rocker bearing with elastomeric bearing.
• Improvements to the traffic and pedestrian flow safety and efficiency.
• Providing strip seal deck joints and repairing miscellaneous deteriorated superstructure and structural members; and
WHEREAS, the project also involves widening portion of Route 280 westbound roadway, west of bridge limit, southward to increase the number of through lanes from two to three; and
WHEREAS, a comprehensive construction detour, for vehicles, buses and trucks, will be implemented to minimize traffic back up and congestion during the project’s estimated 16 months of construction; and
WHEREAS, combination measures that improve the flow of traffic including temporary restriping, signing, signal-timing modifications and lane adjustment along the detour routes would also be applied in order to further minimize the impact of the proposed construction detour.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Director of the Department of Engineering are hereby authorized, on behalf of the City of Newark, to support the amendments herewith requested by the New Jersey Department of Transportation (NJDOT), for traffic and safety improvements to the Route 280 WB (Westbound) Ramp intersecting with the Orange Street and First Street Project.
2. A notice of this action shall be published in the newspaper authorized by law to publish a legal advertisement and as required by law within ten (10) days of the adoption of this Resolution.
STATEMENT
This resolution hereby authorizes the Mayor and/or his designee, the Director of the Department of Engineering and the Newark Municipal Council, to support the resolution herewith requested by the New Jersey Department of Transportation (NJDOT) for traffic and safety improvements to Route 280 WB (Westbound) Ramp intersecting with the Orange Street and First Street Project.
