WHEREAS, the State of New Jersey, Department of Labor and Workforce Development and Economic Opportunity, granted the City of Newark $198,000.00 in Workforce Learning Link funds, through the Newark Workforce Development Board (NWDB), for State Fiscal Year 2019, (July 1, 2018 through June 30, 2019); and
WHEREAS, no application was required for the City of Newark to apply for the grant; and
WHEREAS, this is an annual grant allocation from the State of New Jersey, Department of Labor and Workforce Development and Economic Opportunity, which must be used in accordance with guidelines stated in the Notice of Award (NOA), consistent with the NWDB’s strategic direction, and must be incorporated into the Newark Workforce Development Area contract; and
WHEREAS, these grant funds must be obligated by June 30, 2019 and fully expended by December 31, 2019; and
WHEREAS, no municipal funds, or commitment of municipal resources or staff are required for the receipt or acceptance of these grant funds; and
WHEREAS, it is in the best interest of the City of Newark to accept and expend these funds.
NOW THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Director, Department of Economic and Housing and Development, are hereby authorized to accept Workforce Learning Link grant funds in the amount of $198,000.00 from the State of New Jersey, Department of Labor and Workforce Development for Program Year 2018 (July 1, 2018 through June 30, 2019).
2. The grant funds shall be expended in accordance with an expenditure plan approved by the Newark Workforce Development Board (NWDB), and in accordance with strategic workforce priorities set by the NWDB.
3. The Municipal Council hereby ratifies the acceptance of the grant funds described above from July 1, 2018 to date of adoption of this authorizing resolution.
4. The grant award in the amount of $198,000.00 from the State of New Jersey, Department of Labor and Workforce Development for Program Year 2018 is hereby accepted. A copy of the award letter is attached hereto and made a part hereof.
5. The Mayor and/or his designee, the Director, Department of Economic Housing and Development, are hereby authorized to enter into and execute a Program 2018 Newark Workforce Development Area Contract and any other documents as may be necessary to accept and fully expend the grant award in the amount of $198,000.00, no later than December 31, 2019.
6. No municipal funds, or commitment of municipal resources, nor staff, are required for the receipt or acceptance of the grant funds awarded.
7. The Director, Department of Economic and Housing Development shall file a fully-executed copy of the Grant Award Letter for Program year 2018 and the Notice of Award, any and all other documents required in the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the Mayor and/or his designee the Director, Department of Economic and Housing Development to accept Workforce Learning Link funds in the amount of $198,000.00 from the State of New Jersey, Department of Labor and Workforce Development and Economic Opportunity, and furthermore, ratifies and authorizes them to enter into and execute Program Year 2018 Newark Workforce Development Area Contract. These funds are allocated for the period of July 1, 2018 through June 30, 2019 and must be fully expended no later than December 31, 2019. No municipal funds, or commitment of municipal resources or staff are required for the receipt or acceptance of the grant funds.
