WHEREAS, the United States Department of Justice (“USDOJ”), Office of Juvenile Justice and Delinquency Prevention (“OJJDP”) solicited proposals for the Community Based Violence Prevention Program (the “Grant”), which encourage cities to develop community-based strategies to reduce crime, violence and recidivism; and
WHEREAS, in May of 2011 the Newark Police Department, in partnership with the Department of Economic and Housing Development’s Office of Reentry, submitted an application (the “Application”) to the USDOJ requesting grant funding in the amount of $2,196,085.00; and
WHEREAS, the Application proposed a historic opportunity to fund a Community Based Violence Prevention Program-Newark United Against Violence Hotspot (“Newark’s Hotspot Violence Prevention Initiative” or “Hotspot”) using proven, evidence-based strategies that would, among other things: fund the hiring of approximately four (4) police officers to conduct community policing in specific crime grids where much of the violent activity in Newark occurs; fund community mentoring, case management, job development, and transitional jobs for 125 participants between the ages of 16 to 30 year-olds, who are likely to perpetrate or be victims of shootings and murders; fund and support community mobilization and outreach by Newark residents and fund program oversight of grant operations; and
WHEREAS, on August 31, 2011, the USDOJ awarded the City of Newark a grant in the amount of $2,196,085.00 to develop community-based strategies to reduce crime, violence and recidivism for a grant period commencing on October 1, 2011 and terminating on September 30, 2014; and
WHEREAS, pursuant to Resolution 7R3-a(S), adopted on June 12, 2012, the City accepted grant funds and entered into a cooperative agreement with USDOJ, for grant award 2011-PB-FX-K001, in the amount of $2,196,085.00, for the period commencing on October 1, 2011 and terminating on September 30, 2014; and
WHEREAS, pursuant to Resolution 7R3-b, adopted on November 17, 2017, the City approved an extension of the cooperative agreement with USDOJ for the period commencing on October 1, 2011 and terminating on December 31, 2015, with no additional municipal funds required; and
WHEREAS, on or before August 11, 2015, the City of Newark submitted an application to USDOJ requesting additional grant funding in the amount of $70,000.00 for Newark’s Hotspot Violence Prevention Initiative for the period of October 1, 2011 through December 31, 2016; and
WHEREAS, as a result of this application, on September 25, 2015, the City of Newark was awarded additional grant funding in the amount of $70,000.00 from the USDOJ, for a grant period commencing on October 1, 2011 and terminating on December 31, 2016; and
WHEREAS, the City and the USDOJ wish to amend the terms of the Cooperative Agreement to include the $70,000.00 of additional funds awarded, and extending the grant period to October 1, 2011 through December 31, 2016.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Director of the Department of Economic and Housing Development, are hereby authorized to submit an application to the USDOJ requesting grant funding in the amount of $70,000.00 from the Office of Juvenile Justice and Delinquency Prevention for Newark’s Hotspot Violence Prevention Initiative with no City funds required (a copy of the application is attached hereto and made a part hereof).
2. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
3. The grant award in the amount of $70,000.00 from the USDOJ is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).
4. The Mayor and/or his designee, the Director of the Department of Economic and Housing Development, are hereby authorized to enter into and execute amended grant documents with the USDOJ to receive and expend the additional grant award in the amount of $70,000.00 for Newark’s Hotspot Violence Prevention Initiative for a total amended amount of $2,266,085 for the amended period commencing on October 1, 2011 and terminating on December 31, 2016 (a copy of the Cooperative Agreement is attached hereto and made a part hereof).
5. The cooperative agreement between the City of Newark and the USDOJ is hereby ratified from September 30, 2014 to the date of adoption of this authorizing resolution.
6. No municipal funds are required for receipt or acceptance of this additional grant award.
7. The Director of the Department of Economic and Housing Development shall file a fully-executed copy of the grant application, the grant award letter, the amended cooperative grant agreement in the Office of City Clerk.
STATEMENT
This resolution ratifies and authorizes the actions taken by the Director of the Department of Economic and Housing Development to submit an application for additional grant funding from the United States Department of Justice (“USDOJ”), Office of Juvenile Justice and Delinquency Prevention (“OJJDP”) for the Community Based Violence Prevention Program-Newark United Against Violence Hotspot and furthermore ratifies and authorizes the Mayor and/or the Director of the Department of Economic and Housing Development, to enter into and execute an amended cooperative agreement with and accept grant additional funds in the amount of $70,000.00 from the USDOJ for the Community Based Violence Prevention Program-Newark United Against Violence Hotspot for the amended period commencing on October 1, 2011 and terminating on December 31, 2016. No additional municipal funds are required.
