WHEREAS, the State of New Jersey Department of Health, Division of Public Health Infrastructure, Laboratories and Emergency Preparedness (PHILEP), provides funding to upgrade regional public health preparedness planning, response and recovery for all-hazard incidents (i.e., pandemic, hurricane) through the PHILEP (LINCS Agencies) 2019 Grant; and
WHEREAS, the City of Newark desires to upgrade the City’s local public health systems relative to preparedness for and responses to terrorism and other public threats and emergencies by obtaining funding from the PHILEP (LINCS Agencies) 2019 Grant Program; and
WHEREAS, on or about October 2, 2018, on behalf of the City of Newark, the Director of the Department of Health and Community Wellness submitted an application to the New Jersey Department of Health, Division of PHILEP, requesting grant funding in the amount of two hundred forty-eight thousand seven hundred ninety dollars and zero cents ($248,790.00), from the PHILEP (LINCS Agencies) 2019 Grant Program, to upgrade the City’s local public health systems relative to preparedness for and responses to terrorism and other public threats and emergencies; and
WHEREAS, as a result of this application, the City of Newark has been awarded a grant in the amount of two hundred forty-eight thousand seven hundred ninety dollars and zero cents ($248,790.00) from the New Jersey Department of Health, Division of PHILEP, to upgrade the City’s local public health systems relative to preparedness for and responses to terrorism and other public threats and emergencies for the period commencing on July 1, 2018 and terminating on June 30, 2019; and
WHEREAS, the City of Newark, Department of Health and Community Wellness, desires to accept the grant award in the amount of two hundred forty-eight thousand seven hundred ninety dollars and zero cents ($248,790.00); and
WHEREAS, the City of Newark must execute a grant agreement with the New Jersey Department of Health, Division of PHILEP, in order to obtain the grant award with no City funds required; and
WHEREAS, the City of Newark recognizes that the New Jersey Department of Health, Division of PHILEP, may extend the time of the grant award and/or provide additional funds if made available; and
WHEREAS, the New Jersey Department of Health will amend the grant to reflect the grant time extension and/or increase or decrease funds if made available.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are authorized to submit an application to the New Jersey Department of Health, Division of PHILEP, requesting grant funding in the amount of two hundred forty-eight thousand seven hundred ninety dollars and zero cents ($248,790.00) from the PHILEP (LINCS Agencies) 2019 Grant Program to upgrade the City’s local public health systems relative to preparedness for and responses to terrorism and other public threats and emergencies with no City funds required (a copy of the application is attached hereto and made a part hereof).
2. The Municipal Council ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
3. The grant award in the amount of two hundred forty-eight thousand seven hundred ninety dollars and zero cents ($248,790.00) from the New Jersey Department of Health, Division of PHILEP, is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).
4. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are authorized to enter into and execute grant documents with the New Jersey Department of Health, Division of PHILEP, to receive and expend the grant award in the amount of two hundred forty-eight thousand seven hundred ninety dollars and zero cents ($248,790.00) to upgrade the City’s local public health systems relative to preparedness for and responses to terrorism and other public threats and emergencies for the period commencing on July 1, 2018 and terminating on June 30, 2019 (a copy of the Agreement is attached hereto and made a part hereof).
5. The agreement between the City of Newark and the New Jersey Department of Health, Division of PHILEP, is hereby ratified from July 1, 2018, to the date of adoption of this authorizing resolution.
6. No municipal funds are required for receipt or acceptance of this grant award.
7. The Director of the Department of Health and Community Wellness shall file a fully executed copy of the grant application, and the grant agreement in the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the actions taken by the Mayor and or/his designee, the Director of the Department of Health and Community Wellness, to enter into and execute an agreement with and accept grant funds in the amount of two hundred forty-eight thousand seven hundred ninety dollars and zero cents ($248,790.00) from the New Jersey Department of Health, Division of PHILEP, to upgrade the City’s local public health systems relative to preparedness for and responses to terrorism and other public threats and emergencies, for the period commencing on July 1, 2018 and terminating on June 30, 2019. No municipal funds are required.
