WHEREAS, on August 21, 2018, the City of Newark, through its Qualified Purchasing Agent (QPA), advertised to solicit bids for contractors to provide curbside collection of recyclables for the Department of Public Works, Division of Sanitation, as per the bid proposal attached hereto; and
WHEREAS, the Division of Central Purchasing also distributed twenty-five (25) bid proposal packages to prospective vendors following the date of advertisement; and
WHEREAS, on September 6, 2018, two (2) bids were received in response to this advertisement; and
WHEREAS, the QPA rejected both bid submissions because the first vendor failed to complete and sign the required forms, and comply with the specifications; and the second vendor's bid substantially exceeds the cost estimates for the services and exceeds the user agency's appropriation for the servic...
