WHEREAS, the U.S. Department of Homeland Security, through the Federal Emergency Management Agency (FEMA), implemented the FY 2017 Staffing for Adequate Fire and Emergency Response (SAFER) Grant Program in order to improve and restore local fire departments' staffing and deployment capabilities so that they may more effectively respond to emergencies; and

WHEREAS, the City of Newark, Public Safety Department, Fire Division ("Fire Division"), in furtherance of its efforts to protect the health and safety of the public against fire and fire-related hazards, desires to make use of SAFER grant funds to restore and maintain the number of trained, front-line firefighters so that the Fire Division may more effectively respond to emergencies; and
