WHEREAS, the City of Newark desires to continue to act as the Grantee/Sub-Grantor for disbursement of funds made available by the United States Department of Housing and Urban Development (HUD)/Emergency Solutions Grants (ESG) Program, to provide emergency services to homeless people and to people at risk of becoming homeless in the City of Newark under the ESG Program administered by HUD under the McKinney-Vento Homeless Assistance Act, as amended (42 U.S.C. 11371 et seq.); and
WHEREAS, the City of Newark, by Resolution 7R5-p(s) adopted on May 15, 2018, awarded a contract to the YMCA of Newark and Vicinity, 600 Broad Street, Newark New Jersey 07102, to provide emergency services to homeless people and to people at risk of becoming homeless in the City of Newark for the contract period January 1, 2018 through December 31, 2018, for a total contract amount not to exceed ninety thousand dollars and zero cents ($90,000.00); and
WHEREAS, the funds to cover the contract were fully expended during the contract term; and
WHEREAS, the YMCA of Newark and Vicinity continues to provide emergency services to homeless people and to people at risk of becoming homeless in Newark, which require an increase of the total contract amount; and
WHEREAS, the YMCA of Newark and Vicinity represents to the City of Newark that at least an additional fourteen thousand one hundred twenty-four dollars and zero cents ($14,124.00) is necessary to continue to provide emergency services to homeless people and to people at risk of becoming homeless through December 31, 2018.he increase of an additional fourteen thousand one hundred twenty-four dollars and zero cents ($14,124.00) brings the total contract to an amount not to exceed one hundred four thousand one hundred twenty-four dollars and zero cents ($104,124.00) from January 1, 2018 through December 31, 2018.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are authorized on behalf of the City of Newark to execute the First Amendment to the Emergency Solutions Grants (ESG) Sub-Recipient Agreement with the YMCA of Newark and Vicinity, 600 Broad Street, Newark, New Jersey 07102, to provide emergency services to homeless people and to people at risk of becoming homeless in the City of Newark through December 31, 2018, for an additional amount of fourteen thousand one hundred twenty-four dollars and zero cents ($14,124.00), for a total contract amount not to exceed one hundred four thousand one hundred twenty-four dollars and zero cents ($104,124.00).
2. The Municipal Council ratifies this First Amendment to the Agreement to provide emergency services to homeless people and to people at risk of becoming homeless in the City of Newark from January 1, 2018 to the date of adoption of this authorizing resolution.
3. All other terms and conditions of the contract shall remain the same.
4. Attached hereto is a Certification of Funds in the amount of fourteen thousand one hundred twenty-four dollars and zero cents ($14,124.00) from the Municipal Comptroller of the City of Newark, which states that there are sufficient funds, for the purpose set forth hereinabove, from Account Code Line: NW051-G18-2H8S0-A-72030-B2018.
5. A duly executed copy of said contract shall be forthwith filed in the Office of the City Clerk by the Director of the Department of Health and Community Wellness.
STATEMENT
This resolution ratifies and authorizes the Mayor and/or his designee, the Director of the Department of Health and Community Wellness, to enter into and execute the First Amendment to the Agreement with the YMCA of Newark and Vicinity, 600 Broad Street, Newark, New Jersey 07102, utilizing ESG funding to provide emergency services to homeless people and to people at risk of becoming homeless in the City of Newark for an additional fourteen thousand one hundred twenty-four dollars and zero cents ($14,124.00), for a total contract amount not to exceed one hundred four thousand one hundred twenty-four dollars and zero cents ($104,124.00), from January 1, 2018 through December 31, 2018.
