WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $270,000.00 for the Staffing for Adequate Fire and Emergency Response (SAFER) Grant and no adequate provision has been made in the 2019 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by Resolution 7R9-a dated December 21, 2016, the City of Newark accepted from the United States Department of Homeland Security/Federal Emergency Management Agency, program funds for Staffing for Adequate Fire and Emergency Response (SAFER) Grant in the amount of $5,587,236.00; and
WHEREAS, Resolution 7R9-a should have accepted the grant amount of $5,857,236.00 and not $5,587,236.00; and
WHEREAS, by Resolution 7R9-b dated October 18, 2017, the City of Newark accepted from the United States Department of Homeland Security/Federal Emergency Management Agency, program funds for Staffing for Adequate Fire and Emergency Response (SAFER) Grant in the amount of $5,857,236.00; and
WHEREAS, this Resolution is appropriating the difference between $5,857,236.00 and $5,587,236.00 which is $270,000.00; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriation adopted in 2019, pursuant to N.J.S.A. 40A:4-20 including this resolution total... $72,576,433.61.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. A temporary emergency appropriation be and the same is hereby made for the following classification:

SAFER GRANT $270,000.00
2. Said emergency appropriation shall be provided for in the 2019 budget.
3. A copy of this resolution shall be immediately filed with the Director of Local Government Services by the City Clerk of the City of Newark.

This Legislation establishes the temporary emergency appropriation for the Staffing for Adequate Fire and Emergency Response (SAFER) Grant in the amount of $270,000.00. The United States Department of Homeland Security/Federal Emergency Management Agency awarded the funds.
