WHEREAS, the Department of Health and Community Wellness provides medical care services pursuant to and consistent with Health Care Program Statute: Section 330 of the Public Health Service Act (42 U.S.C. §254b), the Health Center Program Regulations (42 CFR 51c and 42 CFR 56.201-56.604), the Uniform Administrative Requirements for HHS Awards (454 CFR 75), and the Affordable Care Act (ACA); and

 

WHEREAS, United States Department of Health and Human Services, Health Resources and Services Administration (HRSA), has made grant funds available to expand access to integrated substance use disorder (SUD) and mental health services; and

 

WHEREAS, the City of Newark desires to further the public interest by obtaining funding from the FY18 Expanding Access to Quality Substance Use Disorder and Mental Health Services (SUD-MH) program to expand access to integrated SUD and mental health services; and

 

WHEREAS, on July 16, 2018, on behalf of the City of Newark, the Director of the Department of Health and Community Wellness electronically submitted an application to HRSA requesting grant funding in the amount of Two Hundred Eighty-Five Thousand Dollars and Zero Cents ($285,000.00) from the FY18 SUD-MH program to expand access to integrated SUD and mental health services; and

 

WHEREAS, as a result of this application, the City of Newark has been awarded a grant in the amount of Two Hundred Eighty-Five Thousand Dollars and Zero Cents from HRSA to expand access to integrated SUD and mental health services for the period commencing on September 1, 2018 and terminating on August 31, 2019; and

 

WHEREAS, the City of Newark, Department of Health and Community Wellness, desires to accept said grant funds; and

 

WHEREAS, the City of Newark recognizes that HRSA may extend the time of the grant award and/or provide additional funds when it becomes available; and

 

WHEREAS, HRSA may amend the grant to reflect any time extension and/or increase or decrease of funds if made available.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to submit an application electronically to HRSA requesting grant funding in the amount of Two Hundred Eighty-Five Thousand Dollars and Zero Cents ($285,000.00) from the FY18 SUD-MH program to expand access to integrated SUD and mental health services with no City funds required (a copy of the application is attached hereto and made a part hereof).

 

2.                     The Municipal Council hereby ratifies its authorization of this application from the date of submission to the date of adoption of this authorizing resolution.

 

3.                     The grant award in the amount of Two Hundred Eighty-Five Thousand Dollars and Zero Cents ($285,000.00) from HRSA is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).

 

4.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to enter into and execute grant documents with HRSA to receive and expend the grant award in the amount of Two Hundred Eighty-Five Thousand Dollars and Zero Cents ($285,000.00) to expand access to integrated SUD and mental health services for the period commencing on September 1, 2018 and terminating on August 31, 2019.

 

5.                     The agreement between the City of Newark and HRSA is hereby ratified from September 1, 2018 to the date of adoption of this authorizing resolution.

 

6.                     No municipal funds are required for receipt or acceptance of this grant award.

 

7.                     The Director of the Department of Health and Community Wellness shall file a fully executed copy of the grant application, the grant award letter, the grant agreement, and a copy of the Certification of Funds for any required matching funds in the Office of the City Clerk.

 

 

STATEMENT

 

This resolution authorizes and ratifies the actions taken by the Mayor and/or his designee, the Director of the Department of Health and Community Wellness, to apply for and accept grant funds in the amount of Two Hundred Eighty-Five Thousand Dollars and Zero Cents ($285,000.00) from HRSA to expand access to integrated SUD and mental health services for the period commencing on September 1, 2018 and terminating on August 31, 2019. No municipal funds are required.
