WHEREAS, the U.S. Department of Homeland Security, Port Security Grant Program (PSGP), directly supports and provides funds for transportation infrastructure security activities to implement Area Maritime Security Plans and facility security plans among port authorities, facility operators, state and local government agencies required to provide port security services; and

 

WHEREAS, the City of Newark, Department of Public Safety, Fire Division wishes to obtain funding from the FY 2018 PSGP to provide safe operation and timely notification of all confirmed maritime distress incidents to all potential response agencies by obtaining funding for Quick Response Fireboats with Motors and Trailers; and

 

WHEREAS, on or about June 11, 2018, on behalf of the City of Newark, the Director of Public Safety, submitted an application to the United States Department of Homeland Security, Federal Emergency Management Agency, requesting grant funding in the total amount of $44,312.00 for Two (2) Zodiac Quick Response Fireboats with motors and trailers, with a cost match of $11,078.00 non-federal funds or 25% of the total approved project costs; and

 

WHEREAS, as a result of the grant application, on or about September 01, 2018, the United States Department of Homeland Security, Federal Emergency Management Agency, awarded the City of Newark $33,234.00 in grant funds from the FY2018 Port Security Grant Program for the period commencing on September 1, 2018 and terminating on August 31, 2021; and

 

WHEREAS, the City of Newark shall contribute, from its Temporary Budget, $11,078.00 of non-federal required matching funds towards the total project cost of $44,312.00. The cash match will be provided through the 2019 Temporary Budget: B2019, Unit 011, Department 230, and Division 2301, unclassified account matching funds; and

 

WHEREAS, in consideration of the extreme amounts of combustible, flammable and hazardous cargo that are transported over the New Jersey Turnpike, US Route 280, New Jersey Route 21, and the Route 1 & 9 thoroughfares, and in further consideration of the fact that the City Fire Division serves the Port of Newark waterways and the Passaic River as a regional asset, the Director of the Public Safety Department recommends that the grant funds in the total amount of $33,234.00 be accepted.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of the Department of Public Safety, are hereby authorized to submit an application to the United States Department of Homeland Security, Federal Emergency Management Agency, requesting funding in the total amount of $33,234.00, under the FY 2018 Port Security Grant Program for Two (2) Zodiac Quick Response Fireboats with motors and trailers with $11,078.00 City funds required (a copy of the applications are attached hereto and made a part hereof).

 

2.                     The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.

 

3.                     The grant award in the amount of $33,234.00 from the FY 2018 Port Security Grant Program is hereby accepted (a copy of the reward letter is attached hereto and made a part hereof).

 

4.                     The Mayor and/or his designee, the Director of the Department of Public Safety, are hereby authorized to enter into and execute grant documents with the FY2018 Port Security Grant Program to receive and expend the grant award in the amount of $33,234.00 so the Fire Division of the Department of Public Safety may provide safe operation and timely notification of all confirmed maritime distress incidents to all potential response agencies with the use of the Zodiac Quick Response Fireboats. 

 

5.                     The agreement between the City of Newark and the FY2018 Port Security Grant Program is hereby ratified from September 1,2018 to the date of adoption of this authorizing resolution.

 

6.                     Matching funds in the amount of $11,078.00 or 25% of the total approved project costs shall be provided from the following line appropriation of the 2019 Temporary Budget:  B2019, Business Unit 011, Department 230, Division 2301, Unclassified account.

 

7.                     The Director Public Safety Department shall file a fully-executed copy of the grant application, the grant award letter, the grant agreement, and a copy of the Certification of Funds for any required matching funds in the Office City Clerk.

 

 

STATEMENT

 

This resolution ratifies and authorizes the actions taken by the Mayor and/or his designee, the Director of the Department of Public Safety, to submit an application for grant funding from the United States Department of Homeland Security, Federal Emergency Management Agency, FY2018 Port Security Grant Program for Two (2) Zodiac Quick Response Fireboats with motors and trailers, and furthermore authorizes the acceptance of $33,234.00 in grant funds from the FY2018 Port Security Grant Program, for the period commencing on September 1, 2018, and terminating on August 31, 2021.  Matching grant funds in the amount of $11,078.00 shall be provided from the 2019 Municipal Budget.
