                     WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $285,000.00 for the Expanding Access to Quality Substance Use Disorder and Mental Health Services Grant, and no adequate provision has been made in the 2019 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

 

                     WHEREAS, by a Notice of Award dated September 13, 2018, the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA), awarded the City of Newark the Expanding Access to Quality Substance Use Disorder and Mental Health Services Grant in the amount of $285,000.00, to support health centers in implementing and advancing evidence-based strategies to: (1) expand access to quality integrated substance use disorder (SUD) prevention and treatment services and other SUD issues to best meet the health needs of the population served by the health center and/or (2) expand access to quality mental health services (MHS) with a focus on conditions that increase risk for, or co-occur with SUD; and

 

                     WHEREAS, the City of Newark’s Department of Health and Community Wellness will be submitting an Apply and Accept Resolution under separate cover to the Newark Municipal Council for its consideration relative to said grant award; and

 

                     WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and

 

                     WHEREAS, emergency appropriations adopted in 2019 pursuant to N.J.S.A. 40A:4-20, including this Resolution, total $127,361,727.61.

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     A temporary emergency appropriation be and the same is hereby made for the following classification:

2.                     Said emergency appropriation shall be provided for in the 2019 budget.

STATEMENT

 

This resolution authorizes and establishes the temporary emergency appropriation for Expanding Access to Quality Substance Use Disorder and Mental Health Services Grant for $285,000.00. The United States Department of Health and Human Services, Health Resources and Services Administration (HRSA), awarded the City of Newark the Expanding Access to Quality Substance Use Disorder and Mental Health Services Grant. The project period is September 1, 2018 through August 31, 2019.
