WHEREAS, the City is the fee owner of the real properties located in the City of Newark, New Jersey located at 342-346, 348 Washington Street and 283-285, 287 Halsey Street, Newark, New Jersey 07102 being more particularly described on the Tax Map of the City of Newark, New Jersey as Block 96, Lots 8, 10, 32, & 33 ("City Properties"); and
