WHEREAS, the National Environmental Health Association (NEHA) in conjunction with the Centers for Disease Control and Prevention (CDC), offers mini-grants to support state, tribal, local or territorial governmental food safety programs to learn more about the National Environmental Assessment Reporting System (NEARS) program; and

 

WHEREAS, NEARS is a surveillance system that captures environmental assessment data from foodborne illness outbreak investigations in retail food services to improve food safety programs; and

 

WHEREAS, the City of Newark seeks to obtain funding from NEHA for the training of staff in the NEARS program which will serve as an extension of the Communicable Disease Reporting and Surveillance System; and

 

WHEREAS, NEHA has made grant funds ($1,900.00) available for training in the National Environmental Assessment Reporting System (NEARS); and

 

WHEREAS, on behalf of the City of Newark, the Director of the Department of Health and Community Wellness submitted an application to the National Environmental Health Association (NEHA), requesting grant funding in the amount of One Thousand Nine Hundred Dollars and Zero Cents ($1,900.00), for two staff members travel and related training in the NEARS program; and

 

WHEREAS, as a result of the application, the City of Newark has been awarded a mini-grant in the amount of One Thousand Nine Hundred Dollars and Zero Cents ($1,900.00), from NEHA, for travel and training in the NEARS program; the period for this funding is March 30, 2019 through June 30, 2019 (a copy of the NEHA Notice of Grant Award is attached hereto and made a part hereof); and

 

WHEREAS, the City of Newark, Department of Health and Community Wellness, desires to accept said grant award; and

 

WHEREAS, the City of Newark, recognizes that the NEHA may extend the time of the Grant Award and/or provide additional funds, if made available; and

 

WHEREAS, NEHA will amend the grant to reflect the extension of the grant period and/or increase or decrease of any additional funds, if made available.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to submit an application to the NEHA, requesting grant funding in the amount of One Thousand Nine Hundred Dollars and Zero Cents ($1,900.00), for the purpose of participating in travel and training on the National Environmental Assessment Reporting System, with no City funds required (a copy of the application is attached hereto and made a part thereof).

 

2.                     The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this resolution.

 

3.                     The grant award in the amount of One Thousand Nine Hundred Dollars and Zero Cents ($1,900.00), is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).

 

4.                     The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to enter into and execute any and all grant documents with the NEHA to receive and expend the grant award in the amount of One Thousand Nine Hundred Dollars and Zero Cents ($1,900.00), for the purpose of participating in training on the National Environmental Assessment Reporting System, for the period commencing March 30, 2019 and terminating on June 30, 2019.

 

5.                     The Agreement between the City of Newark and the NEHA is hereby ratified from March 30, 2019 to the date of adoption of this authorizing resolution.

 

6.                     No municipal funds are required for receipt or acceptance of this grant award.

 

7.                     The Director of the Department of Health and Community Wellness shall file a fully-executed copy of the grant application, grant award letter and all supporting documents with the Office of the City Clerk.

 

 

STATEMENT

 

This resolution ratifies and authorizes the actions taken by Mayor and/or his designee, the Director of the Department of Health and Community Wellness, to submit an application for and accept grant funds from the NEHA, for the purpose of participating in training on the National Environmental Assessment Reporting System (NEARS), in the amount of One Thousand Nine Hundred Dollars and Zero Cents ($1,900.00). The period for this funding is March 30, 2019 through June 30, 2019. No municipal funds are required.
