WHEREAS, on February 19, 2019, the City of Newark through its Purchasing Agent, QPA, advertised to solicit bids for contractors to provide traffic controller and firmware for the Department of Engineering, Division of Traffic and Signals, as per the bid proposal attached hereto; and
WHEREAS, the Division of Central Purchasing also distributed five (5) bid proposal packages to prospective vendors following the date of advertisement; and
WHEREAS, on March 7, 2019, one (1) bid was received in response to this advertisement; and
WHEREAS, the Department of Engineering, Division of Traffic and Signals, recommended that an award be made to Intelligent Traffic Supply Products, LLC, the only responsive and responsible bidder; and
