WHEREAS, the City of Newark was selected by the New Jersey Department of Labor and Workforce Development’s (NJDOL) Office of Youth Programs to participate in the Summer Youth Employment Pilot Program (SYEPP) during the summer of Fiscal Year 2019 to provide teens and young adults in high-unemployment areas with paid summer internships; and
WHEREAS, SYEPP seeks to mitigate youth poverty, unemployment, and crime rates by providing in-school and out-of-school youth, ages 16 to 24, with summer employment meant to encourage a successful transition to the workforce; and
WHEREAS, the City of Newark offers such services through the Newark Summer Youth Employment Program (SYEP) which provides the City’s youth with work experience, teaches valuable employment skills, financial literacy and employment during the summer months; and
WHEREAS, NJDOL has made funding available for the provision of such services through the federal Workforce Innovation and Opportunity Act (WIOA); and
WHEREAS, on August 8, 2018 the Municipal Council adopted Resolution 7R2-i(AS) which ratified and authorized the Mayor and/or his designees, the Deputy Mayor of Workforce Development and Acting Director of NewarkWORKS, to accept grant funds in the amount of $3,907,122.00,
from NJDOL to be incorporated into Program Year 2018 Workforce Development Area Contract; and
WHEREAS, on February 28, 2019 NJDOL notified Newark One Stop Career Center of additional funds in the amount of $325,000.00 for SYEP for the period commencing on March 1, 2019 and terminating on September 30, 2019; and
WHEREAS, the City of Newark desires to accept the additional funds awarded.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designees, the Deputy Mayor of Workforce Development and Acting Director of NewarkWORKS, are authorized to accept additional funds in the amount of $325,000.00 from NJDOL for SYEP for Program Year 2018 and to incorporate said funds into Program Year 2018 Workforce Development Area Contract.
2. The Municipal Council ratifies its authorization to accept the additional funds from the grant start date of March 1, 2019 to the date of adoption of this authorizing resolution.
3. The grant award in the amount of $325,000.00 from NJDOL is accepted (a copy of the Notice of Award letter is attached).
4. The grant funds shall be expended according to the guidelines stated in the Notice of Award.
5. The Mayor and/or his designees, the Deputy Mayor of Workforce Development and Acting Director of NewarkWORKS, are authorized to enter into and execute any other documents as may be necessary to accept and fully expend the grant award.
6. No municipal funds, commitment of municipal resources or staff are required for receipt or acceptance of this grant award.
7. The Acting Director of NewarkWORKS shall file a copy of the Notice of Award letter and any other documents that may be necessary in the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the Mayor and/or his designees, the Deputy Mayor of Workforce Development and Acting Director of NewarkWORKS, to accept additional funds in the amount of $325,000.00 from the New Jersey Department of Labor and Workforce Development’s Office of Youth Programs to continue support of the Newark Summer Youth Employment Program, for the period commencing on March 1, 2019 and terminating on September 30, 2019. No municipal funds, commitment of municipal resources or staff are required for receipt or acceptance of this grant award.
